DIOCESAN POLICIES ON COWL AND ITS Ministries
(Based on DPA-I Decrees)

  1. WORSHIP AND LITURGY

     2.1 NATURE AND FUNCTIONS

2.1.1 COMMISSION ON WORSHIP AND LITURGY (COWL)

2.1.1.1 Nature: The COWL is the highest diocesan body assisting the bishop on matters                                            concerning to worship and liturgy.

2.1.1.2 Functions:

2.1.1.2.1 To set direction on worship and liturgy.

2.1.1.2.2 To help formulate guidelines and policies regarding Worship and Liturgy and for the                                       following ministries: Lay Liturgical Leadership (LLL), Lay Liturgical Ministry (LLM), and                           other liturgical ministries that may be created.

2.1.1.2.3 To ensure implementation of guidelines and policies by all concerned.

          2.1.2 DIOCESAN LITURGICAL CENTER (DLC)

2.1.2.1 Nature: The DLC is the Secretariat of Commission On Worship and Liturgy and diocesan                           service center of the following ministries: Lay Liturgical Leadership (LLL) Ministry and                               Lay Liturgical Ministry (LLM) Ministry, and other liturgical ministries that may be                                       created.

2.1.2.2 Functions:

2.1.2.2.1 To formulate plan and programs that will implement direction, policies and guidelines set by                  Commission On Worship and Liturgy.

2.1.2.2.2 To implement, monitor, and evaluate plans and programs it has formulated

2.1.2.2.3 To establish linkages with other groups, agencies, and institutions of related concerns.

2.1.2.2.4 To facilitate and/or provide basic services to liturgical ministries in the parishes.

2.1.3 MINISTRIES ON WORSHIP AND LITURGY

2.1.3.1 LAY LITURGICAL LEADERSHIP MINISTRY (LLLM)

2.1.3.1.1 Nature: A ministry that provides liturgical leadership in the GKKs as defined by the diocesan                   bishop.

2.1.3.1.2 Functions:

2.1.3.1.2.1 To recruit, train and support Lay Liturgical Leaders.

2.1.3.1.2.2  To design, implement and monitor effective training program and sustained Christian                          formation program for the Lay Liturgical Leadership.

2.1.3.1.2.3 To preside during the Bible Service in the GKK.

To provide trained LLL ministers for the following functions:

2.1.3.1.2.4 To help distribute communion.

2.1.3.1.2.5 To bless objects and officiate at other liturgical activities as allowed by the local ordinary.

              2.1.3.2 LAY LITURGICAL MINISTRY (LLM)

                        2.1.3.2.1 Nature: A ministry that facilitates and assists in making the liturgical and para-                                      liturgical celebrations meaningful, participative and lively.

2.1.3.2.2 Functions:

2.1.3.2.2.1 To prepare and assist in celebration of Eucharist or Bible Service on Sundays, Holy Days of                           Obligations, Fiestas and other events in liturgical calendar of the Church.

2.1.3.2.2.2 To prepare and assist in liturgical and para-liturgical celebrations of community, such as                              Foundation Day, Harvest Festivals, and the like.

2.1.3.2.2.3 To assist in and coordinate liturgical and para-liturgical celebration of other ministries,                                  programs and groups.

2.1.3.2.2.4 To recruit, train and support lay liturgists.

2.1.3.2.2.5 To design, implement and monitor effective training program and sustained Christian                                  formation program for lay liturgists.

2.1.3.2.2.6 To regularly monitor and assess liturgical and para-liturgical celebrations.
