II. THE DECREES OF THE FIRST DIOCESAN PASTORAL ASSEMBLY

1 CHRISTIAN FORMATION

1.1NATURE AND FUNCTIONS

     1.1.1 COMMISSION ON CHRISTIAN FORMATION

1.1.1.1 Nature: The COCF is the highest diocesan body assisting the bishop on matters concerning                           Christian formation.

1.1.1.2 Functions:

1.1.1.2.1 To set direction on the Christian formation of the faithful in the Diocese.

1.1.1.2.2.To help formulate guidelines and policies regarding Christian formation and the following ministries: Gagmay nga Kristohanong Katilingban (GKK) Ministry, Catechetical Ministry (Catz), Family and Life Ministry (FLM), Kristohanong Kasilinganan (Kriska) Ministry, Youth Ministry, Campus Ministry and other ministries for Christian formation that may be created.

1.1.1.2.3 To ensure implementation of guidelines and policies by all concerned.

1.1.2 CHRISTIAN FORMATION CENTER (CFC)

1.1.2.1 Nature: The CFC is the Secretariat of COCF and diocesan service center of the GKK Ministry, Catechetical Ministry, Youth Ministry, Campus Ministry, and other ministries for Christian formation that may be created.

1.1.2.2 Functions:

1.1.2.2.1 To formulate plans and programs that will implement direction, policies and guidelines set by the Commission On Christian Formation.

1.1.2.2.2 To implement, monitor, and evaluate plans and programs it has formulated

1.1.2.2.3 To establish linkages with other groups, agencies, and institutions of related concerns.

1.1.2.2.4 To facilitate and/or provide basic services to the ministries and programs of different parishes namely: Gagmay nga Kristohanong Katilingban (GKK) Ministry, Catechetical Ministry (Catz), Family and Life Ministry (FLM), Kristohanong Kasilinganan (Kriska) Ministry, Youth Ministry, Campus Ministry and other ministries of Christian formation.

1.1.3 MINISTRIES ON CHRISTIAN FORMATION, RECOGNIZED ORGANIZATIONS AND MOVEMENTS

1.1.3.1 GKK MINISTRY

1.1.3.1.1 Nature: A ministry that organizes, sustains and strengthens the GKKs. Those who are directly involved in this ministry  are the GKK coordinators, organizers, lecturers, and GKK officers

1.1.3.1.2 Functions:

1.1.3.1.2.1 To organize GKKs

1.1.3.1.2.2 To tap and train potential leaders of the GKK

1.1.3.1.2.3 To facilitate creation, implementation and coordination of programs and ministries: LLL, LLM, FLM, CATZ, KRISKA, among others, of each GKK

1.1.3.1.2.4 To sustain the formation of GKK officers and members

1.1.3.1.2.5 To monitor and evaluate the GKK

1.1.3.1.2.6 To mobilize the GKKs for parish-wide or diocesan-wide activities

1.1.3.2 KRISKA MINISTRY

1.1.3.2.1 Nature: A ministry that organizes, sustains and strengthens the Kriska units of the GKKs. Kriska (Kristohanong Kasilinganan) is composed of a small number of neighboring families which are the the smallest units of the GKK. It promotes Gospel understanding, prayer and practice among the faithful through Bible sharing 9Kriska sessions).

1.1.3.2.2 Functions:

1.1.3.2.2.1 To recruit, train and support Kriska “alagads” (ministers).

1.1.3.2.2.2 To design, implement and monitor effective training program and sustained Christian formation program for Kriska alagads for them to become better evangelizers

1.1.3.2.2.3 To regularly monitor and assess Kriska units and their sessions

1.1.3.3 FAMILY AND LIFE MINISTRY

1.1.3.3.1 Nature: A ministry that strengthens, deepens and enriches the bond and dignity of family and the sacredness of human life.

1.1.3.3.2 Functions:

1.1.3.3.2.1 To oversee and coordinate programs and apostolates related to Family and Life of the ROMs and of other groups

1.1.3.3.2.2 To design, implement and monitor educational and training p[programs for the promotion and defense of family and life

1.1.3.3.2.3 To provide pastoral care for abused spouses and children, and for single parents such as widows, widowers, unwed mothers,  husbands or wives of partners working abroad, and for separated husbands and wives

1.1.3.3.2.4 To offer advise and support to troubled couples and family members

1.1.3.3.2.5 To inform parishioners about the existence, functions and procedures of the Diocesan Matrimonial Court

1.1.3.3.2.6 Conduct pre-cana seminar

1.1.3.4 CATECHETICAL MINISTRY

1.1.3.4.1 Nature: A ministry responsible for the basic instruction on the Catholic Faith

1.1.3.4.2 Functions:

1.1.3.4.2.1 To recruit, train and support catechists who will provide the students/pupils in the school and/or the young children in the GKK chapels basic instruction on the Catholic Faith

1.1.3.4.2.1 To design, implement and monitor effective training program and sustained Christian formation program for the catechists

1.1.3.4.2.2 To regularly monitor and assess the catechetical instructions

1.1.3.4.2.3 Provide [parents proper catechetical training so that they too will become effective catechists to their children

1.1.3.4.2.4 To assist in the pre-sacramental instructions except pre-cana seminar

1.1.3.5 YOUTH MINISTRY

1.1.3.5.1 Nature: A ministry that forms, organizes and mobilizes that youth in such a way that they get creatively involved in the life of the diocese, parish and GKK (cf. PCP II, Art. 51 # 1)

1.1.3.5.2 Functions:

1.1.3.5.2.1 To design, implement and monitor effective and sustained Christian formation program for the youth that they may grow in authentic Christian spirituality

1.1.3.5.2.2 To provide venues for the youth to participate in the life and mission of the local church (diocese, parish, GKK)

1.1.3.5.2.3 To help the young become involved in socio-economic and political action for social transformation in line with the social teachings of the Church

1.1.3.5.2.4 To extend pastoral care to young people who are troubled or with problems

1.1.3.6 CAMPUS MINISTRY

1.1.3.6.1 Nature: A ministry responsible for the Christian formation of the students, faculty and staff in the schools

1.1.3.6.2 Functions:

1.1.3.6.2.1 To build and strengthen an authentic Christian community of students, faculty and staff in the campus

1.1.3.6.2.2 To conduct on-going Christian formation program for the students, faculty and staff

1.1.3.6.2.3 To facilitate and organize religious activities in the campus

1.1.3.6.2.4 To encourage the youth in private and public schools to participate actively in the different activities of the parish

1.1.3.6.2.5 To coordinate school programs and activities with those of the parish such as liturgy, outreach programs, and the like.

1.1.3.7 RECOGNIZED ORGANIZATIONS (ROs)

1.1.3.7.1 Nature: an organized group of the faithful recognized by the bishop which assists in the building and strengthening of the local church (diocese, parish, and GKKs)

1.1.3.7.2 Functions:

1.1.3.7.2.1 To participate in the realization of the vision-mission-thrust of the Diocese

1.1.3.7.2.2 To get involved in the activities, programs, projects and ministries of the diocese, parish and GKK

1.1.3.7.2.3 To coordinate their activities and programs with the respective ministries and programs of the diocese, parish or GKK

1.1.3.8 RECOGNIZED MOVEMENTS (RMs)

1.1.3.8.1 Nature: an organized group of the faithful recognized by the bishop which helps in the renewal  of the local church by fostering an intense Christian and apostolic life among the faithful

1.1.3.8.2 Functions:

1.1.3.8.2.1 To provide venues of genuine conversion, of life-changing encounters with the Lord for the “unchurched” and the Church lay workers

1.1.3.8.2.2 To lead renewed faithful toward a more responsible and active participation in the life and mission of the local church (diocese, parish, GKK), particularly in its ministries and programs

1.1.3.8.2.3 To coordinate their activities and programs with the respective ministries and programs of the diocese, parish or GKK
